Marv Wolfman has stated that he's writing Dick as being 25, Tim might be 17 (and was seen celebrating his 16th birthday some time before Infinite Crisis) but is being written and drawn as being a younger (He looks about 15 again) I'd say that Jason was about 20 (he hasn't aged well, with that whole bing dead thing), which leaves 5 years between Dick and Jason and 3 between Jason and Tim (Dick was Robin for a lot longer longer than Jason)

There was a special released to explain what happened to Jason. According to that, he wasn't supposed to have died. It was one of the things that went wrong in the DCU that wasn't supposed to have happened.

So Superboy's punch restored him to life. I think as if he hadn't died. Even if not, I don't think he was dead for very long before being restored. The comic explained that he'd been hiding out. Keeping a low profile. Seeing what Batman was up to, trying to make sense of the world, etc.
