My thought is, "How insane do you have to be to want to be the second Crazy Quilt?" She either admired the original to the point where she'd hate Robin as much as he did, or is family. For that matter, we still don't know what happened to the original... last I saw of him was the prison break in Morrison's JLA run.

He only made one appearance, but he was fun. A thief with a sense of some honor and a genuinely amusing attitude toward what he does. Batman needs FUN villains, if only to contrast with him.
