I like the Penguin,

I'd recommend;

Detective Comics #473 - The Malay Penguin - Steve Englehart and Marshall Rodgers tell a very entertaining Penguin tale

Batman Annual 11 - Alan Moore tells a funny and rather moving story of the Penguin, true love, and redemption, none of which works out entirely well, well, maybe they do...

Detective 824 - Paul Dini has the Penguin revelling in his career as a celebrity "legitimate" businessman. (An idea that Chuck Dixon started and which reinvigorated the character IMHO)

It's one of the best.

Did Moore write the Penguin tale, or was he author only of the Clayface story from the same issue? I'd never heard him credited with the Penguin story before this...

I enjoy this take on the Penguin. I also truly liked Ostrander's use of the Penguin as master-planner in the Suicide Squad, (Where they used him to plot the rescue of a Russian dissident known as the Firebird) and in Manhunter, where we saw what the Penguin does in his off-time.
