It's one of the best.

Did Moore write the Penguin tale, or was he author only of the Clayface story from the same issue? I'd never heard him credited with the Penguin story before this...

I enjoy this take on the Penguin. I also truly liked Ostrander's use of the Penguin as master-planner in the Suicide Squad, (Where they used him to plot the rescue of a Russian dissident known as the Firebird) and in Manhunter, where we saw what the Penguin does in his off-time.

Oops, you're absolutely right, I forgot there were two stories in that one... Credit should go to Max Allan Collins

Yup, though IIRC that was the story that told us he was a mutant with a resistance to cold. ;->
