Joker's fighting skills change over time. Most of the time though Joker has not been depicted as that great of a figure.

Never as far as I know. Although the Joker does consider Batman his equal, most of the Jokers' schemes come from his trying to destroy society and convince the Batman that the world is mad.

This is debatable. The Joker was considered pretty normal yet insane human for many decades, but in recent time some have toyed with the idea that the chemicals haved altered the Joker in some fashion. Several notions of what the chemicals did to the Joker have been hinted at. Such as making the Joker insane, smarter, stronger, and faster than a normal human, but such notions have never been officially confirmed one way or the other.
