It's been a long, long time since I reread the Catwoman issues that were written by Jo Duffy at the start of Catwoman's first regular monthly series (beginning during "Knightfall"), and I'd completely forgotten the girl's name, but here's the way I remember it:
In "Catwoman #1" Selina has a teenage girl, a runaway I think, living with her. At the end of the issue, Selina's apartment gets bombed or something.
In "Catwoman #2" Selina is basically okay, but the girl has to be taken to the hospital. We are told that her parents will be showing up soon to take her back home (wherever home was). I don't remember hearing from the kid after that -- I do remember that I actually was buying those issues as they came out, and I'd never heard of what's-her-name (Arizona, apparently) before, and I thought it was awfully peculiar that she's established as Selina's confidante in #1, and then promptly is whisked offstage a month or two later. What was the point of having her appear in the series at all, I asked myself in 1993.
After looking at that list of appearances you just offered, it's now clear to me that Jo Duffy didn't invent and didn't want Arizona, and instead grabbed the first excuse she could think of to "write her out of Catwoman's continuity" as quickly as humanly possible! That explains a lot!
