Thirteen actually. I believe he was stated to be twelve when he first mate Batman, and he was trained for a year before his first mini-series. So at least thirteen, at most fourteen.

Prior to one year later his last stated age was sixteen. That was during a summer. Between his birthday and OYL he had completed at least half (at most one) year of school. So post OYL he was seventeen, and should still be so.

This is just going by scant details in his own book. When you factor in other events in the DCU (most notably Luthor's term as president) Tim should be somewhere around 19-21.

How an artist depicts a character isn't a reliable way to determine said characters age. Yes, it can be annoying when a 18 year old is drawn as a thirteen year old, but them's the breaks.
