The only way to end crime forever is to nuke the whole city. Because you cannot ever eradicate crime. You have to eradicate mankind to get rid of crime. That's why the tagline in the Superman mythos is "The Never Ending Battle...", because it will never end. And as we've seen in "Batman Beyond", "DC 1 Million" and "Kingdom Come", crime will never go away. The world will always need Batman.

Those you cite are all alternate continuities.

Besides which who says crime cannot be eradicated?

In real life several nations have low to no crime rates.

Of course crime can be eradicated, maybe not forever, but at the very least for five years.
