To are alternate Earths, one is a potential future. True. But the point is still valid, he could not end crime in Gotham.

Yes, but it still exists in the US. And in many of those nations, the penalties are strict. In some nations, you cut off a person's limbs for stealing.

Which would then result in Batman coming out of retirement as soon as crime returns, thus rendering his retirement pointless. To truly stop crime, wipe out humanity and Bruce doesn't have the stones to do it.
