> The reprint you read it in was Batman 185 (1966). The story itself is called "The Boy Wonder Confesses". The villain is Mr Camera who despite the 35 years since you've read this story, matches your description perfectly. He looks like the Red Hood but with a 1950's box camera on his head in place of the red jar.

Could Mr Camera do anything in particular? Did he have camera-motiff weapons? Did he ever appear in any other stories, or did he just join such other "great" Batman villains like the Spinner and become lost in obscurity?
