Mr. Freeze in his suit usually seems to be. The Joker's "maniacal strength" lets him sometimes outclass Batman in that arena. (But not consistently) Man-Bat, for sure. Worlds of "mutatated thug" villains, like Ivy's old sidekick Ivor, Hugo Strange's giants, and the like.

Everyone seems to have forgotten about ALL of the Clayfaces, including the original once he had the shapeshifting powers. Even Preston Payne's exosuit was introduced as making him superhumanly strong.

In terms of minor recurring threats, we also had Amygdala, before he reformed; Blockbuster, back when he was a Bat-villain; the mercifully short-lived Orca and "Scarebeast;" and Chuck Dixon's pet villain, the cyborg Gearhead.
