Bill Finger, Batman's uncredited co-creator, is responsible for the absent eyes.
When Bob Kane sketched his concept drawing of Batman, he presented it to friend and writer Bill Finger. One of Finger's suggestions was to remove the eyes from the character. "Why don't you take out the eyes?" Finger said, "Make him (Batman) look more mysterious."
