Yeah, I get what you're saying; in some stories, when done with great care, that can be a powerfully effective device. But in a limited story arc that promised something specific, and then failed to provide that very thing, I would consider that a huge flaw.
There are likely forthcoming stories that will answer some of the outstanding questions, but in and of itself
Batman: RIP is the most unsatisfying conclusion to a story that had me deeply intrigued, since
Identity Crisis.
