Not without weird tech, he doesn't.
As for the rest, let's not forget Man-Bat (pretty obvious bat powers), Dr. Phosphorous (radioactive flame), the Penguin (Some texts state that he's immune to cold, and, frankly, the Suicide Squad story that capitalized on that is too cool to write out for such a minor power), and Dr. Hugo Strange (who, even ignoring his cool science-monsters, can still apparently stop his own heart and feign death for lengthy periods of time... long enough that any real-world yoga master would be surpassed.)
With high tech, the numbers get ridiculous, but most notably include Mr. Freeze, Scarecrow, Calendar Man, Dr. Double-X, and Ras Al Ghul.
