Not retconned, really: he went to Opal City as a Mist (Nash) hireling during Underworld Unleashed and developed a grudge against the GA Starman after a mere old man, Ted Knight, defeated him...a grudge presumably now gone since Ted's dead and Phosphorus is back to his pre-UU form and motivations.
