"Am I right that Jason Todd carries guns but they are not visible until they are in his hands and shooting at villains?"
Neither artistic mistake nor metahuman power.
Red Hood wears a jacket. No weapon nor holster is ever visible. Yet suddenly he has an MP5 in each hand. Maybe everything is hidden in his jacket. Maybe no holsters are visible, nor grenades, nor whatever. Lots of soldiers, SEALs, commandoes, whatever, have twin holsters under their armpits as well as spare clips. With a jacket over all that, the MPs are not visible until drawn.
I have not seen Red Hood with any weapon except what is in his hand.

It's just artistic liberty. It's like in "Highlander", where swords are hidden in trenchcoats or in certain episodes, jackets and even from out of nowhere.
