Morrison created Flamingo to be the type of villain that Bruce would fight.

My reading of it was that Flamingo was created as the sort of villain Jason thinks he should be fighting: Flamngo's not just tough and stoic, he literally doesn't speak a word; and at the same time, Flamingo's origin is that he's a crime victim, jus like Bruce, Dick, and Jason.

In Morrison's story, the Red Hood is the grim 'n' gritty Batman turned up to 11, and so he gets a grim 'n' gritty villain turned up to 12, all the way to the point of deliberate ridiculousness.
