Well, they're just continuing the Batman Inc. Storyline which was postponed or something that she was supposed to be in awhile back. It's now a one shot, and she's been redrawn as Spoiler. I guess that means Steph is Spoiler in the new DCU and not Batgirl. I love the like "well...some continuity exists, some doesn't, just depends on what we feel like that day." It's just dandy.

Personally, I am just glad to see Stephanie is still around in the new 52 (I still wish she was Batgirl, but given there was no gurantee she would survive the reboot I will take what I can get!)
