She was. She was a really interesting character to start and then they changed creative teams several times on the book and lost the focus. At the end, they really did a couple of things that didn't do the character service, before abandoning her as Batgirl finally.

After a couple years, they brought her back as 'The Black Bat" in Batman Inc. where she made a few cameo appearances.

Since the new DC, she hasn't been around. Don't know what the plans are or if that history is even in place anymore. It's so random with DC right now.
