I didn't like this issue either. The art and writing just didn't do anything for me, and the plot was not as interesting as past Panther plots during this run. I think the Civil War issues were definitely more interesting. And wasn't this Part 2 of an arc in which the 1st Part hasn't even been released yet (1st Part is in FF#546?)

If so, I don't know why they would release Part 2 before Part 1.

Not exactly. Panther #26 is part one. The specific events concerning the big bug and the negative zone begin in that issue and the team leaves for the adventure shown in Fantastic Four unaware of those events. While the events in Fantastic Four overlap with the events of Black Panther, they are basically being treated as separate stories.
