Ever since I saw that new Cap costume, I can't shake the feeling that Red Skull wants Bucky to take the role of Cap.

The Skull has always wanted to destroy not only Steve, but the ideologies that Steve represented.

Red Skull waited to subdue Bucky until he saw that Buck had the capacity to kill Crossbones. Once he saw that he knew he could use him for his plans, what ever those might be. But it seems to me, that in story arc call "The Death of Captain America", killing Steve Rogers is only a part of the picture. Destroying the iconic image of what Steve Rodgers' Captain America represented in the marvel universe is the next logical step. Anyone else think that a mind controlled Bucky could be used to fulfill that goal with ease?

You raise a good point, but I really hope that isn't what happens. This storyline is already invoking too many images of Nomad as is (what with the look, the attitude, the Faustus mindbending, etc.) - having Buck run around under someone else's mind control again would seem somewhat weak to me. Perhaps this is an opportunity to distance Bunky from Nomad and establish him as a "stronger" character - whereas Jack was essentially completly undone by Faustus (in an excellent story, nonetheless), I'm hoping that Buck ends up being stronger of will and is able to ultimately resist what they're trying to do to him.
