He hasn't needed to because it's a comic book and things always work out that way. Cap doesn't have the level of powers that should let him go around and fight Supermen with no weapons. Besides, who says this Cap will use the gun in a lethal manner? It wouldn't bother me to see Steve Rogers carry a gun as long as it was a last resort tactic or he wasn't capping Hydra agents with it. Same with the knife. It's for utility.

Anyway, if they are going to try to modernize the costume then why not take the opportunity to get rid of the pirate boots? Get rid of the cuffs and put the blade on his boot. His belt is a little croweded. I hope this Cap is bullet proof.
