why do the new marvel hanfbooks state that Cap is a 6 instead of a 7. For the longest time he has been a 7. Taskmaster is a 7, red skull just got a 6, and Cap is shown at being a 6. Why the change?

Officially, the rating is based on number of disciplines mastered, not "likelihood of victory" or "toughness." Taskmaster's photographic reflexes mean that he almost certainly knows more disciplines at a master level than Cap or most combatants. This doesn't mean that, within any specific discipline or fight Cap is less competent or dangerous or likely to win than Tasky.
