Far from the truth. It is because he doesn't fit the rating system used to better define powers. While he is considered to be one of the best fighters, skill/training wise, he just isn't the best because he is limited with his knowledge of fighting skills. To put him at a 7 instead of 6, would be incorrect and inconsistent with how the character has been written thought the years.

In order to write a profile, the Handbook writers have to have and read every appearance of the character they are writing about. They use the information that is found within the comics themselves and have no control over what a writer puts in the comics themselves. So if an obscure character suddenly showed signs of new powers/skills/abilities and a profile is being written on that character, it will be mentioned in the profile because it is part of the character's history. The writers do their best to explain how something happens and work with the writers and editors to do this, but it comes down to what is in the comics themselves. Not "Marvel's legendary inconsistency with their characters".
