Bru did go into this a little during the "Winter Soldier" arc. He talked about how Cap was reluctant to take on a partner so young, but he did realize that America's youth needed a symbol and that Bucky could hold his own in a fight. Eventually, after years of fighting, they had developed a brotherly/best friend relationship that surpassed any other need in their relationship. I hope this helps.

I agree, especially at the end of issue #11 where Steve flashes back to a WW2 conversation they had. Bucky says what Cap already knows, no one else understands Cap like Bucky does. And Cap realized this. Their friendship means they go out of the way to honor and help each other.
