Bucky says what Cap already knows, no one else understands Cap like Bucky does. And Cap realized this. Their friendship means they go out of the way to honor and help each other.

What I meant was that Buckys first thought was not to kill everyone. That now that he was back in control that he would try to subdue the villain first and only kill if it was know other way.
