There are too many 'common sense' issues involved with the idea Herc *towed* Manhattan back to shore - Isn't it built on bedrock for a start?! What route was he taking and where?! $\:\($ |)
I can't take it seriously at all.

Sue setting up to protect the island is a lot more plausible and easy to rationalise, it's within what we know possible. She did something similar back in the Byrne era to shield the public from what Terrax had done and she's more powerful now than then...
