I'd pick Bats for the win considering his resourcefulness, but I must admit it could be debated.

Bats may have a device/counter for them.During the Obsidian Age Batman sent T-Spheres to find stand-in JLA members.I believe Terrific also said
something about Batman admiring his design of them.
