He's a threat because he's crazy (he's not the TDK Joker) if he crosses paths with the Punisher, he'll end up gone forever.


His ability to manipulate time will need someone who can use their brains. I see him as an Iron Man, Spidey or Fantastic Four foe.


Grodd would make a good villain for the X-Men.


Vandal Savage and Captain America or Wolverine would be interesting.


Iron Man.


Hulk or Thor without question for obvious reasons.


Surfer or Dr Strange foe


He'd definitely find Reed Richards interesting.


All of these guys are legitimate and formidable threats in their own way.


All would be recurring threats except Joker who Punisher would kill.
