In practice I think it would be a bit of an effort but he really should be able to do it either way - Xaviers ability as a Psi been disrespected way too often for my liking.
This is not as simple as some would think, Superman has learned to resist this kind of magic thanks to advice from Zatanna and his experiences against Arion. It's a fifty-fifty affair.

Basically i see Xavier as the surefire bet among these three, he has bth the power and the skill.
