He's Heraldlevel. The Captain Universe power is right up there as it augments all physical attributes and enables the wielder to manipulate energy and matter - essentially you're The Silver Surfer, assuming you master the power that is. \:\)

A few. The power is limited by the wielder and their experience. Spiderman only had it a while and was just starting to get used to it before giving it all up. A Superman, Martian Manhunter etc stand a perfectly decent shot at taking him thank's to that newness and insecurity but in principle he's probobly far more powerful than they are... it's down to will.

No. I've seen The Surfer beat a Captain Universe user and Thor via the Hammer is probobly a decent enough match too. Int The Guardians of the Galaxy Aleta/Starhawk beat a version too... Like i say the power is in theory near limitless but the user is the weak link.

Yes, in fact probobly far higher than these three because of the sum total of abilities the power lets him access.
