Charles SHOULD be able to mentally dominate almost all beings not gifted with TP
BUT
Magneto by sheer force of willpower has manged to resist him...
The Hulk has a mind hard for him to "handle"
Superman has been shown able to resist to some degree minds like Brainaic, Black, Desparo...
True Lord "got" him. but took YEARS of suble memtal assaulting to weaken Supes down...
Seems to be the deal with Supes, ESPECIALLY after geting "trained" by MM in mental defenses...
That IF he is aware of someone possible attacking him menatlly, his force of willpower, mind, defenses etc CAN be somewhat of a dterirent to him, but IF someone attacks "unawares" than he can be hurt mentally...
The White Martians had him "mentally enslaved" to thinking chained up by Green K, but onve aware of the illusion, broke free..
Black "got" him mentally, but would not be totally dominated by him..

So IF Charles hits kal FULL Power, trying to take him out immediatly...
STILL
Kal only neds to resist for 2 seconds, enough time to use HV/Frost breath, pinkie to the head etc...
Charles might down him, or might be taken out, as even MM mentioned Supes has a peculiar mind to scan...
Charles doing anything less than going for the "kill" though gets taken out, IMHO!
