I have no idea what the guy's name is, but he is yet another of Goutetsu's disciples in this SF Elseworlds(Street Fighter Zero 3 manhua). He was the ruler of an underwater citadel where various mutates lived(plus DeeJay ), Zangief worked for him and we shall henceforth call him "The 3rd" around these parts... speak now or forever hold your peace!

Anyhow, he looked for some scrolls of their art and Gouken didn't wanna give, so he attacked and Akuma came to Gouken's rescue(he's less prone to wanton attacks here, practically one of the gang!).

BTW... there's a 4th one as well .
