Gouken agreed to give him the scrolls then, but he just gave him an empty box and ran with Akuma, hidding in the nearby woods. But then Ryu, Ken and Dan returned and The 3rd used them to bargain again(more complicated, but it's not like you'll ever know better anyway ), and Gouken complied. But then Akuma thought otherwise, stole the scrolls and fled. A few more punches later, The 3rd left Gouken to deal with Bison-crazed Ryu, took Ken and made for his joint. THE END

If I had to rank him, I'd say he's the 2nd most powerful guy of the series below Bison's boss/daddy...
