First of all, whether this story is in continuity at all is questionable. In any case, given the context of all 4 issues, Busiek clearly intends to say they are about evenly matched and that while Superman won the fight depicted, Thor could easily win on a different occasion. First Busiek writes Thor as being confident he could win now that he has taken Superman's measure. This weird conversation holds absolutely no purpose in the story except to convey this intention:

Then Busiek shows Superman facing a force field he cannot break through until he uses Mjolnir:

And when he touches Mjolnir, Superman is awed by the power of the hammer, something he wouldn't be unless it surpassed his own might:

And of course, when Superman fought Thor, Busiek absurdly makes Superman say that Thor may be the single toughest opponent Superman's ever faced:

Given that's what the writer wrote, does that mean you now accept that Thor is tougher than Darkseid, Amazo, all versions of Doomsday, Superboy Prime, Imperiex, Mr. Mxyzptlk, etc. or is at least comparable to any of them?
