    The core elements of both the speedsters’ powers differ but if Pietro ever decided to make a jump to the DC Universe, would he be able to easily tap into the extra-dimensional speed force energy.

One doesn't just tap into the Speed Force. One has to be either chosen or actively force their way to the point of actually tapping into it (no easy task by the way). If it were that easy, everyone would have super speed like the Flash.

    In the Avengers/JLA Crossover it seemed like he just begun to tap into it. Pietro IMHO makes for a suitable candidate for gaining access to the Speed Force.

I didn't get that from reading the crossover. But he could potentially be chosen by the Speed Force to wield it.

    Now given he has the natural powers of speed would he easily manage to control the Speed Force and achieve levels of speed even the Flash could only dream of due to his higher speed base vs a standard human of the DC Universe?

It took both Wally and Barry many years to master their powers. In the end, Wally ended up being not only faster, but better at wielding his powers because he actually took the time to learn the secrets of the Speed Force whereas Barry didn't.

So this question really depends on how much Quicksilver would be willing to learn.

Much better than he did during their match-up in DC Vs. Marvel. But I still believe Wally would still win (who is the current Flash). Why? Because Wally has had his speed since he was 10. Not only that, but just recently he just got a speed boost from his most recent storyline. But he had to go through a lot of stuff to get there and not every speedster is going to go through that kind of thing (Barry still hasn't).

The fight itself would be a LOT closer than it was in DC Vs. Marvel but Wally is THE master of the Speed Force. Not even Barry is as fast as Wally now, no question of it. As much of a benefit as the Speed Force would be for Quicksilver, I just don't see him being Wally's equal in speed even with time to master it.

Savitor had a ton of time to master the Speed Force. He knew tricks Wally didn't and he was still beaten. His most recent defeat was fairly easy to come by for Wally on top of that. So I just don't see how Quicksilver would do any better than Savitar did.

It's interesting that a hero/villain performs one amazing feat, or use a power they haven't used for 20+ years, and that automatically propels them to a high status despite scans and evidence to the contrary. I don't know what is worse, selective feat picking that has only been done once or twice 20, or more, years ago or ignoring evidence from scans or the lack thereof. We need to stop putting our favorite heroes/villains on pedestals and start putting them where they really belong. But it's evident that people never will because they would rather accuse others of cherry picking feats, when they don't, and being 'morally superior' when they aren't. I guess being honest and as fair as possible only opens one up to being the target of childish accusations and fault finding by those who insist on acting petty and childish. What happened to a good debate between two civil, mature, adults?
