For instance in Annihilation: Heralds of Galactus Silver Surfer we have Galactus telling the story of the Promial gods. The promial gods helped guide creation and sometime not long after it was born and physical law set in they realized they were not needed anymore and raised war. Around this time they brought war to Galactus and lost.

So does that mean that they were doing their job for billions of years? Does this mean Galactus woke up sooner? To me the later is more likely as Galactus is to have done alot of stuff nearer the start of his being in dealing with universe and balance.

Absolutely. This really is the most damning indictment of Marvel cosmic storytelling. Annihilation placed a treasure-trove of possible plots before future writers, and instead all we have seen is Galactus retreading the same tired steps, acting like a ridiculous Plot Device so that weak stories can gain some faux-gravitas from his (non) appearance. That well has run dry. Please let us move on. The origin of Galactus has not yet been told. I contend that we still know very little about him. I would surmise his confrontation with the Proemial Gods is merely the tip of the iceberg: he was active long before the Watcher came across him, and his true impact on the history of the Universe remains unrevealed.
