No, he is Galen bound to Infinity if the text is to be believed. However, in various cannons it has been the consciousness of the previous universes, Eternity and the Phoenix Force depending on who is talking.

It may have been an error but it is still an abstract and human.

That was mentioned in a handbook but not now. The only clear explanation of the PF I saw was it was an aspect of Eternity that was life yet born.
