It looks like the Troubleshooters are inspired by the new universe line of comics.

The name Troubleshooters comes from these guys
http://marvel.wikia.com/wiki/Troubleshooters_(Earth-148611)

Kathy Ling was from psi-force
http://marvel.wikia.com/wiki/Katherine_Ling_(Earth-148611)

Simon Rudstvow was a Psi-Force enemy
http://marvel.wikia.com/wiki/Rodstvow_(Earth-148611)

Dionne McQuaid was DP7 enemy
http://marvel.wikia.com/wiki/Dionne_McQuaid_(Earth-148611)

Jim Tensen...there was a John Tensen that was Justice
http://marvel.wikia.com/wiki/John_Tensen_(Earth-148611)

And they mentioned the White Event

So I would say Phillip Vogt is probably Eternity's jailer...and some new universe villain.
