    Galactus not lying has been said by incredibly powerful beings. AS well as lesser beings when he is not around.

This is one of those details that is um...trivial to the character.

It's a tiny bit of characterization that I doubt most writers are aware of. So later writers don't acknowledge it when they write Galactus.

You say he doesn't lie but later retcons routinely contradict things he's said in earlier appearances. He and Watcher discussed him never eating inhabited worlds in his first appearance. We know this isn't true. Galactus once told Thor an elaborate story about his world being wiped out by a plague and that he was saved from a star that gave him his powers by Uatu...we know that can't be true. We know he tampered with Norrin's ethics to make him a pliable herald willing to sacrifice countless worlds to sate Galactus's hunger. We know he deceived Norrin into thinking Zenn La was still around when it had been wiped out centuries ago by a third party (The Other? I forget). You say Galactus doesn't lie...but there are several stories where he does lie and does deceive.

Characterization marches on and that often makes Galactus a liar. Things he says in early stories will be retconned into being untrue in later stories.

    Both are examples of times when the concept of, "the king simply... changes his mind" would be unnecessary to live in.

    Besides that why WOULD he lite to the Silver Surfer. He has a long history of laying it down straight with the Surfer... despite what Norrin Radd may think or want.

Norrin assembled a team of former heralds against Galactus. Next time he might bring the earth heroes (and many other potential allies) to bear against Galactus. Could Galactus beat them...probably. But he doesn't want a life of war...he just wants to eat in peace.

A herald like Morg means Galactus will forever be hounded by others. Super beings in the universe would keep coming and coming IMO. Galactus is given a long leash by the other cosmic beings because he isn't particularly malevolent even though he kills countless beings. Empowering someone like Morg to act in his name is malevolent. I think it would only be a matter of time before some of the cosmic beings start siding with the mortals.

Galactus said what he had to in the moment to A) keep Norrin from stirring up more problems and B) keep him from having to kill Norrin and the others. Galactus lied to avoid conflict.
