The Rogues Gallery being this bloodthirsty doesn't add up. I mean for the most part, they were "Old School Villains". Meaning:

1) The Rogues mainly committed robberies. They rarely attempted murders UNLESS a) Against other criminals. Like say a mob boss hires a Rogue to get rid of another mob boss, or b) Revenge. Like say all the multiple murder attempts they made against the Flashes as payback for all the criminal plots the Flashes ruined with their interference. (Discounting of course their successful murder of poor Bart). \:'\(

2) The Rogues as a general rule never harmed civilians unless there was some type of reasoning behind it. Like for example, a) During a robbery, some civilian tried to "play hero" and stop them or b) Holding hostages to get a Flash's attention. (One note: Yes, I am aware of Heat Wave's pyromania causing numerous deaths. But while I have certain problems with Heat Wave suddenly having that type of mental problem, at least Heat Wave shows some remorse over those deaths).

It doesn't make sense. Especially since several months ago, the Rogues War storyline made such an effort to show the difference between Captain Cold's "Old School Villains" Rogues Gallery and the Top's "Deviate Psychos" Rogues Gallery.

The Rogues are used to fighting against a Flash with full superpowers. I don't think they realized how powerless Bart was. The Rogues were panicked because you had the Flash taking people down without powers and, if the Flash were to get to the machine, that would mean that the Rogues would be going to jail. The Rogues were trying to stop him, but I think they, honestly, didn't realize how vulnerable the Flash was without his powers.

They shot at him, but they didn't think he'd actually die. Which is kind of stupid, when you think about it, but they're used to the Flash dogging lightning and fire with a smile on his face. I don't think they were prepared for the Flash to be killed so easily...especially after all these years.
