Both Waid and Morrison/Millar portrayed Wally going at superluminal speeds now and again -- Waid had him "blitz through time" quire casually in the opening chapter of Chain Lightning to retrieve the Cosmic Treadmill moments before Cobalt Blue had blown it up; Morrison/Millar had Wally defeat the Mirror Master by grabbign hold of the villain and running so fast that, to quote Wally himself in that issue, "Light is having trouble keeping up." Heck, even Geoff Johns had Wally outrunning Superman's heat vision.

Basically, as long as Wally has his "radar love" tether, he doesn't vanish into the Speed Force.
