I'm thinking it is the community center that is mentioned in the comic book where Barry first vibrates to another reality.

Could be, but there's no exterior view of that community center in Flash #123. If that's the reference, it's a really opaque one.

I'd guess it's more likely to be connected with the Top or Weather Wizard. And since they're bringing in references to Identity Crisis, I'm inclined to think there may be a connection to the Top. (Unfortunately I can't get at my issues of "The Secret of Barry Allen" right now.)
