Has it been stated in the show that Barry remembers everything he reads? I know that in the comics Impulse (Bart Allen) could remember everything but that Wally West would not retain the information he read. He'd have the knowledge for a little while but it would quickly fade. Best example of this that I can think of is when he had to rebuild the bridge between Central and Keystone. He read the textbooks on engineering but acknowledged that he wouldn't remember everything he learned for more than a few minutes.
