He's not Eobard or Earth 1 Harrison so presumably he has an agenda different than either of them ever had.
I think they said Harrison-2 developed Star Labs in 1991. In Eobard's original timeline Harrison (Harrison-0? Harrison-3?) developed Star Labs in 2020 I believe. Eobard posing as Harrison-1 developed Star Labs in 2014. It was implied Harrison's wife Tess was the brains behind Star Labs in Eobard's timeline and that Harrison was not quite as smart.
So what is the reason Harrison-2 started Star Labs 20 years earlier? Is it Tess (perhaps there's more to her than we know). Did Harrison-2 get a brain boost? Is Harrison-2 like Biff in Back To the Future II...he's got an inside track on the future...and that's why he's rich?

It would be really cheap for the season 2 big bad to be the alternate reality doppelganger of the season 1 big bad.
Harrison-2 shouldn't be good or bad IMO...he should just be someone whose agenda is counter to Barry's but not necessarily evil IMO. If you make him good...too much like Earth-1 Harrison. Make him evil...too much like Eobard. Make Harrison-2 morally gray.
