Possibly so, one additional problem is that the series has no clear format by which to promote and sell it, but to DC/Warner's favour they will at least get to introduce and try out these new characters as a test run to future outings.
Given the success of The Flash, Arrow, Supergirl, I don't imagine the reception to this series will be a bad one, so as one more entry into their television expansion it will be a very worthwhile investment as it gets these characters out there and shows potential future producers what is possible with them.

I'm not expecting any more solo series.
Legends of Tomorrow is an experiment/miniseries and I think it will only have half the episodes a typical Flash or Arrow season has.

I don't think anyone else will get a new series. They have so many characters they can pull of a limited series with some of the minor characters. But no one stands out enough to support their own series. And no one should. Two series is great. Two series and a miniseries that links to both is even better. But three ongoing series is really pushing it.
