The man in the mask was upset when told "Jay" was on Earth and ZOOM told him to stop trying to communicate to the others, most likely is the actual Jay Garrick. Different actor? or same actor and there is some face stealing tech like how RF did to Wells in Season 1?

This did pass through my mind as well, but to say the real Jay in the Iron Mask has a different face it would have to be the case that the E-2 Flash was a Zolomon sham from the start, that he created Jay /Flash as we see him. But would this account for his identity being public knowledge on Earth-2? For Wells' vendetta against him there?
Possibly it might, possibly the Jay in the Iron Mask has a different face and no powers as he is the original E-2 Jay who gained no powers, but then we come back to the fact that Jay-Flash-Zolomon was publicly known. So why keep this useless man a prisoner?!
More likely I feel the story 'Jay' told team-Flash at the start of the season is true to some extent, Jay-Flash was engaged in a running battle with Zoom which he eventually lost, but contrary to his story Jay lost it well before the Singularity appeared over Keystone.
There has to be a solid reason that the Man in the mask is being kept alive, and why he is in that mask at all. Is he Zoom's battery perhaps?

I have to say, Looking at that trailer it does seem Zolomon is channelling something a bit more than a schizophrenic personality, there are aspects that remind me of Marvel's The Sentry and his Void counterpart...
