It is Jay Garrick (not a surprise), and as I called it a while back and even posted a comparison photo of Jay and Henry, it is indeed John Wesley Shipp as Jay Garrick aka The Golden Age Flash!

I like the idea a lot. The series has flagged for me these last several episodes due to the Zoom plot being stretched far too thin and it beginning to not make any sense. So while I will have to wait to see this final episode it does sound very much like Zoom's story ends as unsatisfying as it had been developed these last few weeks. And nobody likes an anticlimax.
Nontheless the reveal of Jay Garrick is an element I am both surprised by and rather delighted with, it makes a certain sense and ensures John Wesley Shipp will still be around on occasion, though I must say judging from that screengrab you post that costume does not flatter him...(?) What were your thoughts on it, they did a superb job with Teddy Sears' Flash costume, does Shipp's match its elegance or is his suit as uncomfortable as it looks in that image?

The costume was basically the TV version of the New 52 Jay Garrick costume.

It clearly is a muscle suit,  granted Shipp is in fairly good shape for his age, but it is still a muscle suit.

Overall he seemed comfortable in it, no gloves to trap in heat and sweat and no head mask to trap heat and sweat in him and make him fry in the suit. The helmet might be slightly uncomfortable to wear but that is no big deal.

Also, imagine that for however uncomfy the 90's Flash suit was, picture wearing the ROBOCOP armor.......talk about heatstroke! \:\)
