Well as we saw in this last seasons arc, they do have certain things available, but none of them are guaranteed to work. Especially when the Speedsters are more powerful, and ruthless, than Barry is.

Yes, but then this is the formula that Zoom just used. I think the key problem is developing a strong enough reason, and plot, that could have someone like Abracadabra or Captain Cold hold the storyline across the 22+ episodes of a season. As we just saw with Zoom the opening half of the season can be set up just fine, it's what happens as the series passes that halfway mark that becomes the issue...
23 episodes is an extemely long time to stretch a plot out over. Perhaps the better strategy is not to base it all on one villainous force, but start it with one and end it with another. Zoom was a mysterious and startling new threat for the first half of this last season, what came after that halfway point became steadily more dissapointing as there wasnt enough thought put into who Zoom was or the why's and how's of his motivations. So building up a mysterious new threat is easy, the payoff substantially harder.
If a decision was made to NOT base the whole season on just the one threat then two series in a more unpredictable approach might be just what is needed to keep the interest going. Certainly the producers are going to have to move past the notion of evil Speedsters at this time, hence I think more focus on the existing cast would be wise and a development on Central City's criminal classes preffered.



Still think they need to hve  amaster Villain come in, in the background, like their Doom, or maybe lex himself, as he is noe said to be on kara earth?
