IMO, the show is so inspired by Geoff Johns' ideas that the team should include the 5 Rogues that Geoff Johns used the most :
Snart, Rory, McCulloch, Mardon, Walker.

Earth-1 Scudder's archenemy is Earth-1 Snart. So, I don't see these two working together again. On the show, Sam Scudder has replaced Roscoe Dillon as the Rogue that Cold dislikes the most.

... Or the team could come from Earth-2, just like other concepts (Gorilla City or Hunter Zolomon).
